SARTA Service Changes
Countywide ADA Paratransit Service to be discontinued Monday, February 10th, 2025.
SARTA’s Late Night Loops (Rt. 151, 152, 153), Success-Express (Rt. 157) and Community Circulator (Rt. 158) will be DISCONTINUED Monday, February 10th, 2025.

SARTA has been delivering countywide ADA based service throughout Stark County since the beginning of the Americans with Disabilities Act of 1990. In comparison to other transit agencies throughout the country, the scope of paratransit service provided by SARTA is significantly above and beyond the requirements of the Americans with Disabilities Act creating an inefficient and unsustainable service model. ADA Paratransit service is meant to deliver transportation based on the guidelines listed below:
- 3/4-mile of a Fixed Route for both origin and destination, (Express Routes are excluded from this guideline – Rt. 4 & Rt. 81 for SARTA)
- Same hours of availability as that of Fixed Route service

The map below depicts an example of the 3/4-mile boundary around a fixed route. The map is to be used as a visual aid and is not indicative of any SARTA service.
Example Trip Scenarios:
Based on the map above, here are some Trip examples to consider:
- #1 – Pickup at location “A” and a destination of location “B”.
- Since location “A” is OUTSIDE of the 3/4 Mile Service Area and the Core Service Area, the trip becomes a NON-ADA trip even though the destination is within the Core Service Area.
- #2 – Pickup at location “B” and destination of location “C”.
- Since location “B” is INSIDE the Core Service Area and location “C” is INSIDE the 3/4-mile Service Area, this trip is defined as an ADA trip.
- #3 – Pickup at location “C” and destination of location “A”
- Even though location “C” is within the 3/4-mile service area, since location “A” is OUTSIDE of both the 3/4-mile Service Area and Core Service Area, the trip is defined as a NON-ADA trip.
ADA vs. NON-ADA Trip Decision Square
The decision square below is meant to serve as a visual decision aide in determining whether or not a trip is defined as an ADA or NON-ADA trip when using SARTA services.
In order to be defined as an ADA trip, the origin/pick-up and drop-off/destination must BOTH be INSIDE the SARTA Service Area (called a Service Polygon). If either the pick-up or drop-off is outside of the 3/4-mile service area or the Core Service Area as defined by SARTA’s Fixed Routes, that trip is defined as a NON-ADA Trip.
SARTA’s Late Night Loops (Rt. 151, 152 & 153), Success-Express (Rt. 157) and Community Circulator (Rt. 158) will be discontinued effective February 10th, 2025. With this change SARTA’s hours of service will be 5:45AM to 9:45PM.
This announcement is for the discontinuation of SARTA’s Late Night Loops (Rt. 151, 152, 153), Success-Express (Rt. 157), Community Circulator (Rt. 158) AND Countywide ADA Paratransit service ONLY. SARTA Proline will continue to provide ADA trips within Stark County up to and after the February 10th, 2024, change date.
If you are concerned about the pickup and drop off locations of your trips, please contact SARTA customer service at 330-477-2782, Option #2, to determine if your normal travel habits are impacted/affected.

SARTA is planning to have meetings in early 2025 to review and propose a revised service model to include ADA and Non-ADA trips within Stark County.
Information on these meetings will be posted to SARTA’s website and social media channels when it becomes available.
